Prestigio International Cartoon Contest
The Art of High-Tech


Cartoons give a chance to see the funny side of daily life, to look at habitual events at an unusual angle, and to enjoy humor. In the realm of computer technologies every modern electronic device is a complex object that carries its own unique design and idea. The goal of Prestigio cartoon contest is to single out the most creative cartoons that would best illustrate the company's slogan "The Art of Hi-Tech", with the competition open to people from all backgrounds, ages and levels of experience.

We shall accept all artworks illustrating the above mentioned slogan or related to computer technologies and/or products and their application in everyday life.

Only high quality entries will be considered. The quality level will be determined by the professional contest board.

Terms
The assessment of entries is carried out in several stages.
The deadline for entry submissions is September, 20, 2006.
The voting of the Professional Board and the Prestigio Board will take place by the beginning of October.
The contest results and awards will be announced after the voting.

Prizes
The best cartoon by the decision of the Professional Board will win the Grand Prize:
- Cash award equivalent to 1000 US dollars.

Another brilliant artwork by the decision of the Professional Board will win the first place and receive:
- Cash award equivalent to 800 US dollars.

The best artwork by the decision of the Prestigio Board will take the second place and receive:
- Multimedia player http://www.prestigio.com/products/show.cfm/portable_mutimedia/Multimedia%20Players/PMPP301120 able to store large multimedia collections, and a cash award equivalent to 600 US dollars.

- The best artwork by popular vote at Caricatura.ru cartoon portal will take the third place and receive:
Data Safe ( http://www.prestigio.com/products/show.cfm/mobile_storage/Data%20Safe/PUSB20MDS120G ), a reliable external mobile storage device in gift packaging and a cash award equivalent of 400 US dollars

- Another good artwork by the decision of the Prestigio Board will take the fourth place and receive:
Leather flash drive http://www.prestigio.com/products/show.cfm/mobile_storage/Leather%20Data%20Flash/PUSB20MFD1024LG which by itself can be considered a work of art due to its unique design remaining at the same time a compact data carrier.

- The Special Prize from Prestigio will be awarded to the author of the best cartoon featuring a Prestigio product. Contest entries are accepted at the following email address: contest@prestigio.com.

The entry should include the following:
1. Contact email address;
2. Name and surname;
3. Title of the cartoon;
4. Author's comments to the cartoon (not obligatory);
5. The following guarantee: " Hereby the Author guarantees that all materials submitted as entries to the Contest have been created by the Author, and that the Author possesses necessary permits and licenses for all products and software which he used when creating the materials, including graphic software packages used for artwork creation. The author bears full responsibility for the materials published by him/her and guarantees observance of the rights of third parties. The author also confirms that he/she understands all Contest terms and conditions and agrees with the 'Art of High-Tech' Contest Rules".
Within 5 business days upon the receipt of an entry, it shall pass the primary screening which is carried out by the selection commission that will decide whether the submitted entry complies with the Contest Rules and is eligible to be published on the Contest's website.
Board members:

Igor Varchenko, Moscow.
Cartoonist, winner of more than 60 prizes at international cartoon contests. Has over 20 years experience in cartoon drawing. His cartoons have been printed in hundreds of catalogues at international competitions. In addition, his cartoons have been used in dozens of books issued in Russia and abroad.

Sergey Savilov.
Currently works as cartoonist with Moscow-based "Komsomolskaya Pravda", "Express-gazeta", etc. Took part in more than three hundred international cartoon exhibitions and competitions where he won over 50 prizes and awards. Was the organizer of several international cartoon contests in Ukraine and Russia, served as board member at many international competitions.

Ramil Farzoutdinov.
Journalist, script writer, deputy editor-in-chief of the Russian "Sobesednik (Interlocutor)" weekly. Organizer of a number of international cartoon competitions. Served as board member at numerous international contests.

Contest Regulations

1. General provisions
1.1. Scope of the Regulations
The Regulations set out terms and conditions of the cartoon contest "The Art of High-Tech" (further referred to as Contest).
1.2. The purposes and goals of the Contest
The main purpose of the Contest is the creation of cartoons aimed at the promotion of the "Prestigio" brand. The additional purpose of the Contest is to single out and encourage gifted artists and designers.
1.3. The Theme of the Contest and its Priorities
The entries (submitted cartoons) should illustrate the slogan of the "Prestigio" brand: "The Art of High-Tech". They have to be related to computer technologies and/or products and their application in everyday life. he entries based on images of Prestigio products (see www.prestigio.com) will be distinguished with additional prizes.
1.4. Basic Terms Used in the Regulations
In the Regulations the following basic terms are used:
· Cartoon - the image of any phenomenon shown in a funny or ridiculous manner by way of distortion of the reproduced material
· Contest Site - website located at the address http://caricatura.ru/
· Organizing committee - Prestigio Europe spol. s.r.o. (http://www.prestigio.com) and administration of Caricatura.ru website.
· Contestant - a person (or group of persons) who has submitted the application form for participation in the Contest within one and a half months.
Entry deadline is September 20, 2006.
· Participant - a person (or group of persons) whose application for participation in the Contest has been accepted by organizing committee.
· Author Materials - any materials which the Contestant or the participant uploads to the Contest Site on his own behalf.
· Selection Commission - the group of persons engaged in primary check of Contestants' applications.
· Contest artworks - applications for participation in the Contest that have passed primary check by the selection commission.
· Board - group of persons who perform a final assessment of contest works of Contest participants.
· Awards - the prizes granted to winners of the Contest. The awards granted to winners of the Contest, are to be regarded as compensation to authors for the use of their works, on conditions of an authorship contract.
· Contest Winners - 2 Contestants who have scored a maximum number of votes from the site visitors, and 2 Contestants chosen by the Board.
· Sponsors and partners - private persons, organizations and enterprises of all types of ownership rendering material and/or information support to the Contest.
1.5. Contest Organizers
Contest Organizers are Prestigio Europe spol. s.r.o., Czech Republic (http: //www.prestigio.com) in association with the administration of the site http://caricatura.ru/.
1.6. Disclosure of Information
These Regulations and the information on the course of the Contest are openly published at the Contest Site. Any interested persons have the right to contact the Organizing Committee asking for explanations of specific provisions of these Regulations or other necessary information.

1.7. Applicable legislation
These Regulations, and also all rights and duties of the parties to the Contest shall be governed by the material legislation of the Czech Republic. All disputes and disagreements between Organizers of the Contest and participants, where agreement has not been achieved, shall be resolved in courts of the Czech Republic.
2. Participation in the Contest
2.1. Requirements to Contestants
The Contest is open to professional and amateur artists, designers, amateurs of computer design and graphics.
The Contest is also open to collectives of authors, design studios, and other associations and organizations.
There are no other restrictions, including age and place of residence.
The participation in the Contest is free of charge.
2.2. Requirements to Contest artworks
The Contest Board will only accept completed original graphic products matching the definition of Cartoon, as well as meeting the purposes and goals of the Contest, its theme and priorities (see paragraphs 1.2 - 1.3). The artworks submitted to the Contest should be executed on a high artistic and technological level.
Contest artworks must contain the Prestigio logo and the slogan "The Art of Hi-Tech".
The following types of cartoons will not be accepted for participation in the Contest:
· materials of erotic and/or pornographic character;
· artworks executed (or published) with infringement of copyrights of third parties, or of other current legislation.
The Contestants who have been exposed of plagiarism or use of other person's ideas, shall be permanently disqualified and shall not be allowed to further participate in the Contest.
2.3. Applying for Participation in the Contest
· Submissions to the Contest are to be sent at the email address: contest@prestigio.com
· In the email letter a Contestant should specify:
1. Contact email-address; 2. Name and surname; 3. Pseudonym (nickname). 4. Title of the cartoon; 5. Author's comments to the cartoon (not obligatory); 6. The following guarantee: " Hereby the Author guarantees that all materials submitted as entries to the Contest have been created by the Author, and that the Author possesses necessary permits and licenses for all products and software which he used when creating the materials, including graphic software packages used for artwork creation. The author bears full responsibility for the materials published by him/her and guarantees observance of the rights of third parties. The author also confirms that he/she understands all Contest terms and conditions and agrees with the 'Art of High-Tech' Contest Rules".
Within 5 business days upon the receipt of an application, it shall pass the primary screening which is carried out by the selection commission that will decide whether the submitted application complies with the Contest Rules and is eligible to be published on the Contest's website.
Submissions should be sent prior to the deadline. Each participant has an opportunity to submit no more than 3 applications per week.
2.4. Use of author materials
The term "author materials" denotes any materials which the Contestant or the participant uploads to the Contest Site on his own behalf, including (but not limited to) graphic and text materials, name and/or a pseudonym (nickname), images, photos, author's biographic data.
The participant of Contest gives the Contest organizers termless non-exclusive fee-free license giving the right:
· to prepare, adapt, alter, code, convert in other format or otherwise to change author materials (or any part thereof) for digital transfer, use and demonstration in any format and by any means, known now or invented in the future;
· to use, show and distribute materials of the author on the global scale for the promotion of Prestigio products in accordance with the purposes and objectives of the Contest by any means known now or invented in the future.
This provision includes the right of Contest organizers to give public access to the author materials on the sites www.prestigio.com, www.prestigio.ru (and all other Internet resources owned by Prestigio), http://caricatura.ru, and also the right to use a name of the author in connection with the promotion and popularization of the Contest. Authors reserve all personal non-property rights in relation to the materials submitted to the Contest, including copyright.
If there is no other written agreement between the author and the Contest organizers, signed by both parties, the author cannot demand neither from the Contest organizers, nor from other persons who have received from organizers of Contest the right to use Contest artworks, any indemnification or payment for use and demonstration of the materials.
2.5. Information exchange between Organizing committee and Contest participants
The information exchange between the Organizing committee and Contest participants is carried out by e-mail correspondence.

3. Contest Procedure
3.1. Contest stages
· receipt of application forms for participation in the Contest;
· selection of artworks
· voting on Contest works;
· selection of Contest winners and their rewarding.
3.2. Receipt of application forms for participation in the Contest
Receipt of application forms for participation in the Contest is conducted during the period from July 1 till September 20, 2006 (inclusive).
3.3. Voting on Contest artworks
The assessment of Contest artworks is performed by visitors of the web portal http://caricatura.ru/ and by the Professional Board.
Prize-winning places are awarded on the following basis:
The Grand Prize is awarded to the author of the artwork chosen by the Professional Board.
1st Place is awarded to the artwork that has collected the second biggest number of points in the Professional Board voting.
2nd Place is awarded to the artwork that has collected the biggest number of points in the voting by Prestigio Board members.
3rd Place is awarded to the artwork that has collected the biggest number of points in the voting on the Contest site.
4th Place is awarded to the artwork that has collected the second biggest number of points in the voting by Prestigio Board members.
The special prize for the best artwork depicting a Prestigio product will be selected by Prestigio Board members.
The Organizing committee notifies the winners of the Contest by e-mail within three days after the voting.
The Contestants exposed of vote rigging (rating manipulation) shall be permanently disqualified and shall not be admitted to further participation in the Contest.
3.4. Awards
By decision of the Board and Organizing committee winners are awarded:
· Grand Prize: USD 1000
· 1 place: USD 800
· 2 place: Prestigio Multimedia Player and USD 600
· 3 place: Data Safe mobile storage device and USD 400
· 4 place: Leather USB Flash Drive
· Special prize: Mini USB Flash Drive
The awards will be handed over to finalists provided they conclude with Contest organizers author's contracts about the use of their materials under the following provisions.
The organizing committee will take all necessary measures to actively promote the winner and the finalists of the Contest through the websites, through printed media and Contest partner sites.
3.5. Contest's Media Coverage
The course of the Contest will be highlighted at the site http://www.prestigio.com and the site http://caricatura.ru. At Prestigio discretion the Contest can also be highlighted at other Internet resources of the company, including through continuous exposure of all Contestant artworks in the Internet.
At the discretion of the Contest organizers, the course of the Contest can be widely covered on information sites and in mass media.
