Dear Cartoonist

The City of Haifa welcomes participants, artists who submit cartoons
for the International cartoon contest - 2011, taking place for the 17
year in a row.

Haifa’s multi – cultural nature of its residents of many religions,
who cooperate in peace and harmony, and live in coexistence and
tolerance, makes Haifa a special city that deserves to host the
Cartoon Festival.
The main theme/ category this year for the 17th International Cartoon
Contest, Haifa 2011 is: Technological and science progress, Robotics,
Humanity Creating the Future, Technological innovations,
International industrial cooperation, R&D cooperation, science projects
Renewable energy, physics and electronics technologies
Driverless car, water purification, water incubator
Achievements in Computerization, Creativity in industry in the next
decade, Facebook & Internet – The contribution to humanity

Cartoons provide a stage to the world of Art, expressing a life view
in a humoristic fashion, opening up a window to social critique,
crossing borders.
All the cartoons reflect unique ethnic and folkloric characteristics
that expose, the hidden face of reality, we refuse to see at times.

For your attention, please note that the submission deadline is: 10, July 2011–
The cartoons may be sent to Haifa Municipality, Culture Department,
Ronit Eshet, the Coordinator of the Cartoon Contest, P.O.B. 4811,
Haifa 31047, Israel.
The International Jury Committee members will decide upon cash prizes
for the best cartoons during Aug 2011.
A cartoon catalog will be published in Sept 2011.

We, the Competition organizers, have invested considerable effort in
establishing the international judging process, in producing the
Competition catalog, and in holding the International Cartoon
Exhibition in Haifa, which is displayed in the lobby of Haifa
Auditorium within the framework of the Haifa International Film
Festival each year.
This year the cartoons will be exhibited between 10.10.2011 to 25.10.2011
Our reward will be the smiles we see on the faces of our guests.

Отказ от участия в хайфском международном конкурсе карикатуры

Мы, израильские карикатуристы, участники и лауреаты международных конкурсов, с сожалением отмечаем, что за последние годы качество организации и профессиональный уровень хайфского международного конкурса значительно понизился.
В качестве как участников конкурса, так и членов жюри мы были свидетелями многих грубых нарушений, в числе которых практическое отсутствие регистрации работ, поступающих на конкурс, выделение и рекламирование отдельных работ и авторов вне работы жюри, несоответствие действительного списка участников публикуемому в каталоге и т.п.
Процветают протекционизм, вручение призов работам непрофессиональным по исполнению и вторичным по замыслу.

Все эти нарушения связаны прежде всего с полным пренебрежением и непониманием сути профессионального подхода к судейству со стороны организаторов.
Из-за этого подавляющее большинство членов Израильского объединения карикатуристов не принимают участия в этом мероприятии, да и те, что принимали в прошлом, перестали участвовать.

Мы пытались помочь и предложили организаторам обсудить возникшие проблемы с целью принятия конкретных мер для улучшения состояния дел.
К сожалению, ответ на эту инициативу был отрицательным.

Поэтому нами принято решение не участвовать в конкурсе 2011 года.

For the first time the Mayor of Haifa decide to award / donate the Excellence CASH Prize - $ 1000 to the most talented cartoonist for the best Unique cartoon submitted to the 17th International cartoon contest –Haifa.

Entry deadline is: July 10, 2011
