Certamen International Cartoon Biennal - Tenerife, Spain

1. The present conditions shall regulate the INTERNATIONAL BIENNIAL CONTEST OF CARICATURE AND HUMOROUS DRAWING 2006, organized by the “Organismo Autónomo de Cultura” of the “Santa Cruz de Tenerife Council,” from the year 2006. Each participant in each category will be able to participate with a maximum of one (1) work, which must be hitherto unheard of and not been showed before, in this or in any other contest. The “Organismo Autónomo de Cultura” from the “Santa Cruz de Tenerife Council” will carry out all those necessary steps and actions that deem appropriate to guarantee the fulfilling of this duty, on the part of the artists. If in the action of these tasks of overseeing (on the part of the “Organismo Autónomo de Cultura”) the failure to comply with this duty were proved, an immediate disqualification will be carried out in any of the phases of this contest, causing, if necessary, the loss of the possible prize the artist had won.

2. The participation in the show is open.

3. The participants in this section of Humorous Drawing must send a maximum of one work with an only subject. For the year 2006 the subject will be “Planet Earth.” For the next official announcements, the subject will be decided through specific resolution of the President of the “Organismo Autónomo de Cultura”.

4. The works must be original and made in any pictorial technique. They will have an only format of 35 by 50 cm, without frame and its temporary “passe partout” comprised.

5. The works must be presented in the “Registro del Organismo Autónomo de Cultura,” located in Centro de Arte La Recova, Plaza Marcos Redondo nº2, 38003 Santa Cruz de Tenerife, from Monday to Friday, from 9:00 to 13:00 A.M. The period for submission of the works will start from the day after the publication of the conditions in the “Tablón de Anuncios del Organismo Autónomo de Cultura,” advertising the contest in such media as it is estimated, and it will finish on 29th September 2006.
The works must be signed in a non visible place and accompanied by a Closed Envelop in which all these data are attached:

Name and surname of the author
Artistic category in which s-he participates
Photocopy of his-her identity card
Updated information related to his-her address, telephone, e-mail
Curriculum Vitae.

An official registration must be compulsorily filled in, which the “Organismo Autónomo de Cultura” will offer the participants in the “Ventanilla Única” of the mentioned “Organismo,” whose registered copy will be useful as a receipt of deposit.
Sworn statement-affidavit on the originality of the work, in which the artist declared that s-he possesses all the rights of intellectual property over the mentioned work.
In the case of the submission of works through artistic groups, a person with express authorization must be identified for the sake of accreditation and overseeing, in case one of these groups wins the prize.

The whole of the postage and packing and the dispatch and return transport will be in charge of the participant. The “Organismo Autónomo de Cultura” will not be responsible of the losses or damages in the works during their transport. The works must be presented in the corresponding packing to be reusable for, in its case, its return. The “Organismo Autónomo de Cultura” will look after the received works, but it declines all responsibility due to losses, damages, or thefts, and also any incident that could happen during its exhibition.

The “Organismo Autónomo de Cultura” reserves the right to reject the works that fail to observe any of the previous requisites, and also any work whose deficient state is inferred from its condition or its packing.

6. The established prizes are the following:

Personal Caricature:
First Prize “Excmo Ayuntamiento:” 10,000 Euros
Second Prize: 1,800 Euros
Third Prize: 1,200 Euros

Humorous Drawing:
First Prize “Excmo Ayuntamiento:” 10,000 Euros
Second Prize: 1,800 Euros
Third Prize: 1,200 Euros
On the mentioned quantities, the legally planned deductions for tax purposes will be carried out.
In both cases, the second and third prizes could be awarded by entities that wish to collaborate with the contest, in which case the prize will be denominated with the name of the entity that provide it economically, putting it on record in the advertising of the contest.
The prizes can be declared void.

7. The President of the “Organismo Autónomo de Cultura” will be the chairwoman of the Jury. A secretary, who will be part of the Jury, will be appointed by the “Organismo Autónomo de Cultura.” The Jury will be made up of members of recognized prestige and professional and technical competence. The Jury will not maintain any relationship with the participants in the contest while the process takes place. The decision of the Jury is unappealable. The Jury will be able to adopt the judgements that, for an adequate development of the selection and the decision, consider convenient. The decision will be made known in the local media, being published, likewise, the structure of the Jury.

8. Taking into account all the received works, the Jury will make a previous selection according to the quality of the same. For the award of the prize, the proceeding established by the President of the Jury will be followed, according to the number of participants. In case there is a tie, there will be another voting, but in any case the prize cannot be divided among two or more works; only one work can be fully awarded.

9. The works presented and not selected must be retired by their holders in fifteen day time from the output of the decision. The selected and not awarded works must be withdrawn in fifteen days after the end of the exhibition, which will be announced opportunely. In both cases, presenting the receipt of the corresponding Registration Form will be essential. Not retiring the works in the periods before said supposes that the “Organismo Autónomo de Cultura” declines any responsibility on the mentioned works, acting then in the most appropriate way.

10. The awarded works will become a copyright of the “Organismo Autónomo de Cultura,” including, likewise, the whole of the rights related to its use, reproduction and exhibition in any format, with the exception of the legally predicted moral rights.

11. The entry in the contest supposes the full and without-reservation approval of these conditions. In case of doubt or in those assumptions of redress of the public interest, the “Organismo Autónomo de Cultura” of the “Santa Cruz de Tenerife Council” keeps to itself the authority of interpreting the present conditions.
